with change to linux-lts as current default kernel dir for dtbs
is changed to /boot/dtbs-$_f and this commit change it to new one

DEVICETREEDIR in extlinux.conf for u-boot is changed to FDTDIR to
follow documentation in u-boot (upstream)

we need to add a replaces=busybox-initscripts due to the move of
default.script (commit d8d56f37)

enable uevent helper (ref #11031)

refactor the config change s format so it is more similar to the kernel
config format.

The front-end requires this extension on the edit profile page.

- fix so the iscsid.conf is not installed as /etc/init.d/iscsid
- fix so we dont install a duplicate /usr/bin/iscsid and
  /usr/sbin/iscsid
- update /etc/init.d/iscsid to use latest from gentoo

* Interlis 1 -vector- (rw+v): Interlis 1
* Interlis 2 -vector- (rw+v): Interlis 2
* GMLAS -vector- (rwv): Geography Markup Language (GML) driven by application schemas
