It often happens to me that kea process got stuck when stopping the
service. This patch changes the behaviour of the start-stop-daemon
to send SIGINT to the process if it doesn't die within 5 seconds
and if it's still running after 1 second, then SIGKILL.

The ./configure fails when try to execute
CC=`printf "all:\\n\\t@echo \\\$(CC)\\n" | env -i make -sf -`
apparently the PATH variable content has been lost, so the patch keeps
the content of path.

That issues appeared after the Make was updated from 4.2.1 to 4.3, and so I
opened this issue #11163.
