Add remote encryption unlock functionality

Once this functionality is in place it will be followed by an aports MR for the dropbear package to create a new dropbear-unlockdisk subpackage that will work in conjunction with this functionality.

These changes are designed to close aports issues aports#12147 and aports#12676
