Ran through edge main and community looking for project url 404's. See #13077
Bump one package (clipman) because the project url was previously updated but didn't propagate to all arches for some reason.

These packages need a version upgrade but fail to build, removing from this MR for now:
main/libkcapi: build failed (fails build on current version)
main/ortp: build failed
community/lua-signal: build failed
