community/netpbm: take maintainership, upgrade to 11.00.02 advanced, change source url, enable most tests

This is probably a bit of a mess and too many changes in one commit?

I corresponded with the developer on the ilbm test failure and he basically said he thought that the checksum mismatches were due to math / rounding differences between his build machine and mine. He used "Debian 11 on an x86_64 XEN virtual machine, compiled with GCC 10."

The gentoo ebuild says:

this test requires LC_ALL=en_US.iso88591, not available on musl

and that test was failing here too, so disabled also.

The third failed test I did not investigate but I see references to glibc in the test case so just disabled it.

Crap, that stray symlink deleted in the original APKBUILD is still there. I checked before I deleted the line and didn't see it.
