As part of upgrading cura to 5.0 I've packaged py3-qt6, modeled off of py3-qt5.

This required packaging the associated sip module and upgrading community/py3-sip by a patch version.

P.S. This is my first MR here so my apologies in advance for anything I've missed in reading the documentation. Please let me know whatever needs fixing, what documentation I clearly need to re-read, etc.
