Draft: Continuation of !27474 (community/luarocks: upgrade to 3.9.0); now luarocks 3.9.1

Building on the work @omni did in !27474 (merged), I managed to get the build to complete successfully.

However, I am not really convinced that lua-dbus_proxy and lua-connman_dbus are properly supported by Lua 5.4, especially as they have not had a release for some time.

Perhaps someone more knowledgeable in Lua can take a look and see if these 2 aports can be enabled for Lua 5.4.
