unmaintain gnome-icon-theme and gnome-icon-theme-symbolic

Pablo Correa Gomez requested to merge pabloyoyoista/aports:unmaintain-gnome-icon into master

These are historical packages. They were replaced by adwaita-icon-theme in 2014 and don't make any sense in 2022. I wonder if the correct thing would not be to drop them instead of move them to unmaintained.
