unmaintain gnome-icon-theme and gnome-icon-theme-symbolic

These are historical packages. They were replaced by adwaita-icon-theme in 2014 and don't make any sense in 2022. I wonder if the correct thing would not be to drop them instead of move them to unmaintained.

@antoni.aloytorrens: does the package you maintain use icons from gnome-icon-theme? If it does, it should be patched/updated to use newer icons. Although hopefully adwaita-icon-theme provides whatever is needed.

you need to disable the dependents on riscv64/s390x too
