aports-qa-bot: remove

Receiving this message on a merge request that is ready for review is extremely frustrating. If I was a new contributor, I would likely never contribute again if I received this on my first MR. If Alpine gets better at expeditiously reviewing non-trivial MRs, then the message can be reconsidered, but right now it is not suitable.

@Cogitri does this actually work or does it use the defaults

I'll close this MR, as @Leo noted removing the configuration just removes overriding the defaults. I've opened Cogitri/aports-qa-bot#22 to properly address this. If it turns out taking to long, I'll disable the AutoStale service in the mean-time.
