updmap-sys --syncwithtrees has to be executed after mktexlsr, and updmap-sys after a successful updmap-sys --syncwithtrees, so this is the order that seems to work to make updmap generate the map files. The --force flag was not needed.

This (really) fixes #12834 (closed) ^^
