Drop dhcp package?

Summary

The original ISC DHCP server has been unmaintained since 2022: https://www.isc.org/blogs/isc-dhcp-eol/. I would argue this should not be in the main Alpine repos. Especially since it occupies the package name of the protocol itself, which might prevent users from researching and finding out that Kea (the maintained replacement by ISC) exists.
