Includes an important bug fix where installing pmbootstrap as a Python package
unintentionally would install a package called "docs" into the global
namespace, which would make it conflict with py3-palettable.

The "docs" package itself only contained pmbootstrap's Sphinx
configuration.

having Maintainer in this position allows it to be visible in
diff's default 3-line context when pkgver/pkgrel is updated
