Many Qt applications don't check if `QTextCodec::codecForMib` returns
a `nullptr` - this happens when some charset mapping is not available.

This is a quick workaround just before v3.16 release to be sure there
are no breakages in Qt apps caused by the ICU data split.

Change from setup-udev to setup-devd.

and build with py3-build

This reverts commit 092d7232.

This should not have been merged, it was a branch to test the build of
the beta so it's easier when the full release was done

github seems to screw these up for some reason..
