create symlinks in the -dev subpackage, not in main package, so that we
don't get circular dependency llvm10 -> llvm10-dev -> llvm10

fetchmailconf depends on python3-tkinter which is in community

its needed by ifupdown-ng-batman

also add all the subpackages dependencies to makedepends so they get
built first.

it is a dependency of apkbuild-cpan

Maintainer confirmed via E-Mail exchange to no longer use Alpine Linux
and OK for the packages to be orphaned

This library will be used as a dependancy for rng-tools in order
to enable the jitter entropy source in rngd. Therefore it needs
to move to main as rng-tools is in main.

wireguard-tools includes wg-quick, which ifupdown-ng does not use and
adds many unneeded transitive dependencies.
