The --no-chown flag is most useful when running apk as a regular user, in which case we want to make sure that there are no issues regarding permissions.

Actually not quite sure about this one. It lets me do what i want (i.e. being able to bootstrap cbuild chroots and install deps into them without requiring fakeroot) but I'm not actually sure if it's the right thing to do. Thoughts?
