Sieve support in dovecot requires the pigeonhole plugin.
The plugin requires to be rebuilded each time dovecot minor version changes,
so having it as a subpackage will make it easier.

Since a593d306, the main group
for system users is specified explicitely but the system groups
were not created in the first place.
