Only install bash completion files if bash-completion is installed.

this fixes so ncurses-dev does not get pulled in as a dep.

fixes #4925

This package is not even halfway decent. People constantly complain that
it doesn't work as expected and sadly nobody is interested in
maintaining it so I will move it to unmaintained for now.
