Set the pkgconfig version to our current version

- Add missing perl dependency, spice-gtk uses pod2man
- Patch the version field, otherwise the git script runs and
 appends the -dirty suffix which is invalid in pkgconfig

They are know to be incompatible with Pytest 5.1 and above.
