main/openssh: exceptional restart of openrc sshd service

This is a special case exception to our rule of not managing services
through apk, in order to save users from being locked out of their
systems in case of

1. Connection issues during upgrade
2. Not properly reading our release notes or blog post on the matter
3. Forgetting about it
4. By accident or other, not managing to take neccessary precautions
