Upgrade ModemManager and dependencies to enable support for the "QRTR" modems found in Qualcomm Snapdragon 845 devices like the OnePlus 6 and Xiaomi PocoPhone F1, as well as other related SoCs. This will enable SMS and mobile data on the devices.
