testing/efl: bump to 1.24.0

Boris Faure requested to merge testing/efl-1.24.0 into master
  • add openjpeg-dev as dependency
  • change buildtype to be optimized on size
  • disable debug (like plain buildtype)
  • add buildir variable and sed on $pkgver to ease testing with alphas.
