TSC workflow description

This merge request is an attempt to document the TSC workflow. The first commit intends to capture the already agreed and established practices while the rest propose some clarifications and improvements.

Especially the current method for selecting the officials needs adjustment. It assumes each member is available for two sequential meetings, which does not hold.
