Simplify TSC meeting schedule
Currently, TSC meetings do not have fixed reoccurring dates. This causes a lot of overhead as the chair needs to send out multiple emails to figure out a time slot where enough people have time for the meeting and that schedule the meeting for that slot. The effect is that TSC meetings only happen very irregularly if at all. IIRC, initially the idea behind these changing slots was that it could drive up attendance as it would give different in different time zones the opportunity to attend every now and then. However, I think that—independent of the time slot—largely the same people attended TSC meetings in the past.
In order to reduce the overhead associated with scheduling a meeting and to ensure that TSC meetings take place regularly I want to suggest that the TSC meetings always take place on a reoccurring date in a reoccurring interval. Other projects, e.g. Gentoo, also seem to use a schedule like this with some success. For example, the Gentoo council meets every second Sunday of each month, at 19:00 UTC. Once every month could be an appropriate interval for the TSC as well.
