support DNS over TCP (as required by every DNS RFC since and including RFC1035)

Musl does not presently support DNS over TCP. I am told that DNS over TCP support may be sponsored for inclusion in musl.

In my opinion, we should delay the 3.16 release until this is tested and validated to work, in other words, we should treat this as a release-critical bug.
