asgen-config: get ready for 3.16, drop 3.12 and don't generate HiDPI icons

Regaring the HiDPI icons:

Some certain version of appstream generator started assuming
"remote": true if the definition was missing. So make sure
we disable them before we update the container to use the generator
available in v3.16
