Support maintainer as a variable

Since abuild 3.14, the maintainer can be set as a variable instead of a comment, but aports-qa-bot does not support that yet.

We need to add support for extracting the maintainer from a variable called maintainer, but keep the existing logic for extracting the maintainer with a comment as well.
