Move Tiny Cloud Configs into /etc

Jake Buchholz Göktürk requested to merge reorg/move_tiny-cloud_config_to_etc into main

/etc/conf.d/ tends to be specific to individual init systems, the OpenRC auto-loading of the config only happens for /etc/init.d/tiny-cloud, and then we pull it in again anyways.
