split alpine-config out of cloud-config

should resolve #64 (closed)

@ncopa could you verify that I got all the alpine-config specific things in the alpine-config handler?

should we also change the tests for cloud-config compatible things to use #cloud-config?

(also includes some doc tweaks.)
