community/go: skip TestCrossPackageTests and run cgo_test

Open Sören Tempel requested to merge nmeum/aports:go-skip-cross-pkg-test into master

TestCrossPackageTests was the only remaining test of the cgo_test test suite which didn't pass successfully. Manually skipping it allows us to run all other tests of cgo_test.
