testing/font-noto-emoji: upgrade to 0_git20200317

This is the commit of release 12.1. Instead of building the font ourselves we use the pre-build fonts from the fonts/ subdirectory. This makes the aport easier to maintain and should also allow enabling it on all architectures. This approach is also taken by other distributions, e.g. Arch Linux.

I would also like to point out that we only build NotoColorEmoji.ttf previously. The previous version of this aport also relied on the prebuild NotoEmoji-Regular.ttf.
