community/mautrix-telegram: move from testing

I've been using it for a bit more than a week or so perfectly fine, and now the latest full release is packaged I feel comfortable moving this over.

Philipp Glaum (maintainer of py3-alembic) doesn't seem to have a Gitlab account, and same for Robert Sacks (maintainer of py3-commonmark).
