Also upgrade libpinyin to 2.10.0.

It only bumped the minor version without any other changes: https://github.com/libpinyin/libpinyin/compare/2.9.93..2.10.0.

I think this is because "2.9.93" is marked as a pre-release version, while "2.10.0" is the formal version.
