[3.21] community/*: rebuild against libphonenumber-8.13.52-r0

My upgrade (!76640 (merged)) to 8.13.51 was backported to 3.21 (!77664 (commits)) but the rebuild commits were left out.

And since upstream silently broke ABI we still have to rebuild them. (see commit message of the 8.13.51 upgrade)
