main/abuild: fix /usr/share/cmake not moved to -dev subpackages

After abuild has been patched on all builders we should do these things:

rebuild community/bladerf -
rebuild community/bash-completion -
remove dev()incommunity/py3-pybind11 -
remove dev()incommunity/libtorrent-rasterbar
