community/acmed: upgrade to 0.24.0

famfo requested to merge famfo/aports:update/acmed-0.24.0 into master

Tested on x86_64 and aarch64. The libc got updated upstream, s390x could probably be reenabled as the liked issues are fixed but I currently don't have my virtual mainframe to test.
