main/curl: rebuild without c-ares

This PR rebuilds curl without c-ares for future releases.

Described in issue #15690 the implementation of c-ares within curl broke the usage of curl inside docker containers under some circumstances as it cannot properly resolve the internal docker hostnames or external dns names.

The main curl package should not include c-ares to operate correctly within Alpine's commonly used environment, such as Docker containers. However, a community-supported package, which I do not have sufficient knowledge to create, can be provided as an optional installation to address such issues.
