With busybox's awk the feature detection does not work correctly.

This fixes #16733 (closed)

A second commit makes sure gcc-avr-doc doesn't explode in size. Probably on the builders info file generation gets disabled due to missing prerequisites, but it is convenient to also be able to build the package without starting a fresh container.
