change location of binaries and license of cni-plugins

Dave requested to merge xphoniex/aports:change-cni-plugins-install-location into master

kubelet expects to find the cni-plugins in /opt/cni/bin/ folder, we can either install our bins there or create a symlink. since this package is in testing repository I opted for latter.
