community/power-profiles-daemon: provide virtual package

I would name it differently, we don't tend to call virtual packages -virt.

I know Fedora had proposed replacing ppd for tuned, but I didn't know they already did it. We had discussions about it at Akademy for KDE but aside of "supporting" it as an in-place replacement of ppd there were no immediate plans on changing anything for it. I haven't yet figured out what are the immediate benefits of changing to it rather than waiting for DE's to use the extended functionality first.
