testing/zvbi: new aport

This adds a basic version of libzvbi, focused on the shared library part. This means that no openrc script is included for the zvbid daemon.

The main reason to add this, is to allow it to be used as a lib dependency for something like jellyfin-ffmpeg, where it is needed to support teletext subtitles.
