testing/tuned: new aport

Adding APKBUILD for https://github.com/redhat-performance/tuned/

Tuned is a more mature, architecture-agnostic performance adjustment daemon. It also has an interface for power-profiles-daemon, and therefore can be used as a power profile configuration service on non-Intel/AMD chips. GNOME shell provides a User Interface in the power settings for power profiles, and tuned-ppd can be used in place of power-profiles-daemon there.
