community/kdsoap-ws-discovery-client: disable check due to failed test

mio requested to merge mio/aports:kdsoap-ws-discovery-client into master

1/1 test passed in CI and on edge builders where enabled (all arches except ppc64le), but 4 cases within the test subsequently failed on some 3.21 builders (failed on aarch64, armv7, s390x, x86, x86_64, but passed on risv64 and loongarch64). Temporarily disable check to avoid blocking the 3.21 builders.

Possibly related to ipv6 networking availability, as the test passed for me when tested locally on x86_64.
