main/c-ares: upgrade to 1.34.3, remove -static subpackage

Due to a recent c-ares change, cmake uses a c-ares::cares_static target and gives an error that /usr/lib/libcares_static.a does not exist in an aport that includes c-ares-dev in makedepends. Remove the -static subpackage split so the library can be found. The error was discovered during a rebuild of apache-arrow, where c-ares-dev is an indirect dependency via grpc.
