community/*: add docbook-xsl-nons to makedepends

Fix rebuild failure due to missing non-namepsaced version of docbook-xsl for xsl parsing. Ref: #16579 (closed)

Also add maintainer variable to my aports, remove Contributor comments with my name. Maintainer comment is retained as a visual aid when reviewing.
