community/ion-shell: disable on loongarch64

I thought the nix crate was no longer a loongarch64 blocker, but I had missed https://gitlab.redox-os.org/redox-os/ion/-/blob/master/Cargo.toml#L93

I bump pkgrel to be consistent and see that it builds for othr architectures as it should
