community/dqlite: upgrade to 1.18.0, disable check on arm* and loongarch64

  • Remove upstreamed execinfo.patch and refreshed no-werror.patch
  • Add to the existing list of arches for which make check failed:
    • arm*: failed raft-uv-integration-test
    • loongarch64: unit-test hangs for >30 minutes in CI
  • Disable raft-uv-integration-test, which failed on x86_64 CI

raft-uv-integration-test passed for me when tested locally on x86_64, maybe it is affected by different virtualisation environments.

1.18.0 is the latest version. There is 1.17.1 from 1.17.x LTS series if it is preferred.
