testing/decoder: update to 0.6.1

Robert Mader requested to merge rmader/aports:decoder-6.1 into master

This update includes performance improvements and better camera mode selection, among others. Crucially the shared gtk4paintablesink is now used for the camera, reducing the size of the package.

While on it, order dependencies and copy the runtime dependencies that Snatshot uses.
