community/lollypop: re-enable for armhf and ppc64le

This is a relic from commit 2981e221 ("community/lollypop: disable on armhf/ppc64le"), at the time necessary because py3-pylast was not built for armhf/ppc64le due to py3-httpx apparently lacking support. Since py3-pylast is now supported om armhf and ppc64le, lollypop can safely be built for these targets again.
