testing/apt-dater: fix build with gcc 14

Rebuild error log

  • Fix configure: error: cannot find install-sh, install.sh, or shtool in "." "./.." "./ and -Wint-conversion errors
  • The fix-gnu-source-warning.patch isn't strictly necessary, but fixes most of the warnings in output
